There are lot of web hosting company which allow bullet prof dedi server.
Why are you looking for a BP dedicated server . An ordinary dedicated server may enough for your needs.
Try to have a look at some of the reputable host like LiquidWeb, The Planet, JaguarPC, etc..

The issue is i have been with many hosting company's. Scanning of public ports for open proxy's is not liked by many and the complaints poor in. I would be willing to pay extra for the trouble but i need a host that will beat off the complaints and if need be change my ip if the box takes on to much heat.
I'm looking for a host that is willing to do the following
"Our Data center technicians will handle all of your complaint issues arising/forwarded via your proxy/network scans. We issue an email to all complaints sent,and give a 30 day courtesy response for our investigation into this matter."
Pretty much the host just needs to reply to all these complaint telling them there looking into the issue.
i would be willing to manage all complaints my self but the complaint always go straight to the data center so if this could be set up i would be willing to go for it
You say you have a security company then you just get the customer you are scanning not to make a complaint against you, that should be fairly easy.
I can't really see too many legitimate uses for port scanning other than hacking, when someone scans my network I always report them to their ISP, it is a matter of principle.
