I don't think you can get quality ones for free. Best off create custom one or if you don't hire a designer.

How do you actually create a picture. Using PShop, but even for thet, if you want to create a picture, you'll need custom shapes and a base picture you'll be working on.
I'm not a pro on PShop so I might be wrong.

Stock Vault is my personal favorite. Althought you may just want to purchase an image cd, stock image cds are not all that expensive (I know some can be) but you can find decent ones cheap.
