Let me give you some advice: Get rid of Frontpage, don't use it. It generates a lot of invalid HTML and it's designed to create websites that will work for Internet Explorer, so it's not guaranteed that your website will properly work with Firefox/Opera/Safari, ...

But frames in Dreamweaver are not supported by all the browsers as well. What's more, dreamweaver even doesn't explain how to use them, which makes the process rather complicated for me.

Well I didn't tell you to use Dreamweaver either It's better than Frontpage, but it's still far from perfect. HTML isn't a difficult language to learn, so get rid of the WYSIWYG's and learn HTML

In the long run that's a valid recommendation, but since the OP wanted to get some advice on what to do now, I'd choose Linux plan with Frontpage support.

Well Frontpage was an interesting WYSIWYG editor and those Frontpage Server Extensions were especially helpful to a lot of people. They allowed small business owners to get a website up and running without knowing any HTML coding. However, they were not that secure and now Microsoft is going away with them.

They developed a program called Expression Web which creates compliant code, however those small business owners now realize they cannot create a website. Even a contact form now requires them to know some code.

If you get the chance, Expression Web is a great product to check out and use
