What do I need to get Fast Streaming?
Windows Media Services 9 Series - The media you are connecting to must be hosted on a server running Windows Media Services 9 Series, a part of Windows Server 2003 operating system . If you don't get a Fast Streaming experience, contact the site's webmaster and suggest they upgrade their server.

You could use macromedia flash media server for webcam and live streaming. It is fast but a bit expensive depending the number of connections you need to it.

Windows Media 9 certainly have the ability to buffer your incoming feed off your webcam w/audio. How fast is your connection upstream? Have you tried tweaking the settings in Windows Media via the MMC.
Streaming servers can be CPU intensive, and the encoding can be harsh on the actual station that is sending up the live feed.
I am sorry but this post is a bit confusing.
What is it you do now? What is the equipment you are using to do it? What are the system specs? What is the bandwidth you have?
What is the end goal here?
