Is it possible to find a BULK reseller account (where I can divide the storage and transfer as I see fit) in which the primary host will do the billing of my clients AND handle the tech support for them as well?

1. It is possible to find bulk storage and bandwidth and you manage them yourself. This is what reseller accounts provided by most web hosting companies are about.
2. If you want support and billing to be managed by provider, it is expected that you pay alot more. For example, he would purchase ModernBill just for your usage, which will cost $24.95 per month. ModernBill comes with a ticket support system (if i am not wrong). So in the case where clients have problems, they submit a ticket and your provider can answer them. Your provider may charge you extra more in this case if he has to solve your clients' technical problems.
Basically, in my opinion, it would be the best idea that you get a reseller account and manage everything on your own -- billing and support.

Try to manage it yourself. Contact your host and talk to them about getting a dedicated server, cPanel, and modernbill (Yes I'm partial :P ). If your only paying for one account and you divide it up and resell it, you are the primary contact for your customers. Asking your provider to handle their billing and support is basically asking your provider to run your business while you collect all the money. I'm sure it can be done, but your going to end up paying more for your site. I can't imagine anyone doing this for free. I'm sure your host would provide you either with a price tierd reseller plan (more plans you resell the more money you get off) or an affilliate program that will work much better than reselling your space.

I thnk the host can set up a WHM and allow him to add certain packages only, meaning he can't allot them. hmm..this would most probably be commission based.

You should just order a reseller account & use a billing program like NIXT.
Them just forward you support issues to your host, when he replies forward them to your customer.
May take a little longer but you will learn how to handle the support issues this way.

Basically try to enrich your knowledge before plunging into the webhosting business, or else, you will lose out. I remember seeing someone in a forum advertising his company. And when someone ask for an IP to ping, he asked what's an IP and what's ping.
