Well yes and no. If you are going to make a company as inc or llc then you will need a lot of licenses but if you are going to run your hosting from your home then you need no licenses at all.
But you will need to be different from the rest of the companies and have something that makes your company stand out the rest of them like good support , uptime , etc.

At very initial level I don't think that you've to register your business at utmost, but as soon as you set up your business and getting start over that you must register it to avoid any unpleasant moments, as the tax & governments authority are very love to meet such person who are running a business without proper registration.
This also depends upon the prevailing law of your location and country.
However I suggest you should consult some legal authority of your particular area for more details and suitable advice.

For the starting host you wont need a license, but when you get larger and have more clients, you might need to look into a business license and/or LLC. status (which I am going through now )

in web business cheapest may not be good for any new upcoming business...it's better to get reliable hosting from reputed companies only..and if you get discounts on them nothing like that...like cashbackwebhosting.com offers a comprehensive list of major web hosting companies and gives cash back on purchases too!
So don't come on conclusion just with price in mind..think service..think reliability and think the brand behind that..
hope this helps everybody here..
