Most of your first customers will probably be word of mouth, which means it will probably be who you know. Don't expect to get too much traffic at first unless you do some sort of advertising.

Word of Mouth is always the best way to start.
Start locally and see if you get any results, then try the forums. But DON'T SPAM!

Many forms of getting first customers - basically - words of mouth is currently the in thing for me.

I offered free 25MB web hosting with domain purchases and plans starting at $1/month. Many of my first customers went for the lower cost options with most of them being for their gaming clan website or for a family member.
