What is PHP?
The folks over at PHP.net say it best... "PHP is a server-side, cross-platform, HTML embedded scripting language." In other words, PHP is a programming language, similar to HTML, but is parsed by the server, rather than the browser. It is often used with databases to build sites with dynamic content.

I am going to add to that some people may still find it confusing:
As webtech has already said PHP parsed by the server. Its quite likely that some of you are still not quite sure as to what it does.
First PHP stands for personal home page. It tells the server to send certain code (usually html but can sometimes be pictures and downloads) Also you may notice that this board is PHP and it sends you emails. That is because php can communicate with others servers on the internet and other things, I have known retreive information of anotehr webpage. I am not quite sure though if you can get a PHP script to be run without a computer requesting it (ie by typing www.somesite.com/somescript.php)
