I definitely think Google looks for a natural balance of links to the homepage and sub-pages. It's probably natural that some sites have 50% of the links to the site pointing to the homepage but 100% I think looks very unnatural.
Also from an SEO perspective you can only target so many keywords successfully with your homepage maybe 2 or 3. Using sub-pages each focused on another term you can create a site that focuses on 20 or more terms related to the sites content.
