I just have a question that has been bugging me. If I get banned from some PhpBB , invision or vBulletin websites, how does the IP ban function work? I use modem, means static IPs, how can the moderators do it when the IP has changed?
Also, is there anyway that somebody's IP get the same as my last time's connection? so he/she would get banned too? For example, my IP is 220.127.116.11 and got banned from this website, then I disconnected, is that possible if somebody else lives in the same area get my banned IP? if it is, then he/she get banned too, right?
Just a question, hope its sound is not stupid to you.

mr.big, most forums dont ip-ban due to the fact that many people are now relied on cable, dsl. Which are both dynamic ip addresses. It changes everytime you log in.
What forums usually do is, ban your account. This is all they can really do. And about you question as far as someone else gaining your ip address,
yes if you are a dynamic account, there is a chance someone else will use the same ip address. This is highly unlikely however due to that fact that ip accounts are based on,
xxx.xxx.xxx.xxx. One number can mean a difference.

No... they won't ban an ISP... cuz if someone on a 56k in NYC gets the ISP banned from this site... we would lose ALOT of potential business...

even if your whole isp is banned you can always use an anonymous proxy... there's no effective way to ban someone based on ip...

Well many companies ban all access to systems based on IP's. GoDaddy for instance is banning all contact from Singapore and many other contries that are "said" to support terrorism. Yeah there are ways around it. I log every attempt of hacking into my systems and put them in hosts.deny and even kill routes to them. Every so often I flush the tables and start all over again. There is and will never be no way to stop people from accessing your site. Well there is one way, cut the cable (wOOt).
