Can you recommend unfinished open source based hosting Control panel. We would like to developer it and release it for free. Please do not refer Ensim, CPanel or other expensive solutions.

The best you will probably get for free is webmin, if you want a cheap control panel, DirectAdmin would be a good choice.... not open source though.

Webmin in my opinion is pretty garbage and cannot even be considered a control panel as there are pretty much nothing on it.

hmm webmin has some functions, thought mostly not good enough for hosting services :P

webmin isnt really for hosting though, most people seem to use it to manage mysql only, for a start it doesnt have multiple levels of control panel which to me would make it not suitable.
If any of you having been looking around you may have seen "virtualmin" which i think is an "addon" for webmin, this is much more the kind of control panel you would expect for hosting. HeadSurfer from Rackshack has already donated $200 and depending on the feedback from Rackshack users he may invest more into the development of webmin .
If the RS user wanted it, HeadSurfer would provide an option to have webmin installed as default software to servers, just like Ensim, Plesk and cPanel, but obviously cheaper.
At the moment virtualmin seems to have the features, but lacks seriously in looks to me it looks a mess and at the moment could never be used for web hosting. A lot of work needs doing but considering its open source it is doing well .

Ensim Pro 3.5
Virtuozzo (VPS software)
Virtualmin (not to good at the moment)
