Need to get more visitors for my Forum

I started a forum and needed to get some traffic so I decided to message some users who wrote quality posts and tell them I would pay them 50 cents per post via paypal. Once the forum had around a thousand posts I started getting traffic from Google because the different posts would match peoples searches so I stopped paying.

I need to consult with some experts here and need your help to find any possible ways on how to get more visitors as my forum is not so active now.
