Yeah, I wouldn't touch a host that oversold that blatentely, you service would probably be far from reliable.

I think if you oversell you are not being able to provide what you've promised to your client.

I would also add one more word to the definitions above: cheating. You are cheating your customers and yourself by selling what you don't have. And allowing someone else to do the same on your services does not exmpt youi frfom the same shady character reference.
