http://www.linux.org is your friend. If you click on distributions on the main left hand menu you get a search box where you can enter what type of distribution you're looking for.
The suggestions in this thread are good - slackware is fun and a good distribution. I don't have experience with puppy or dsl.
I wouldn't try installing xwindows with only 16 megs of ram but you might be able to get away with running xwindows with 32 megs of ram if you used blackbox, fluxbox, or whitebox as your window manager instead of kde or gnome. (well you can always try it anyway)
NetBSD has flavors that run very well on low requirement systems. One used to run on the Sega Dreamcast and that only had 16 megs of ram and 8 megs of video ram.

I ran Slack ware 8 on a contraption with 16MB of RAM. This should be in good health for your needs, and I imagine you can find an ISO on Google nice-looking without difficulty.
