Need 10 VPSs with tun/tap properly configured

Hello I would like to rent 10 VPSs

I would need them to each be on separate C-class IPs.

I need to setup openvpn on each of them, that's the only thing I'll be doing with them.

I would need to get access to the:

ip_tables kernel module - anticipating a problem with this but haven't got far enough to test on a CentOS5.hostInABox container
(Very Important!) tun/tap kernel module:

Here are the stats:

128-256mb ram
less than 5gb disk space, probably around 1.5GB at most, less depending on the distro.
very low bandwidth (personal browsing from 1 IP from each)
CPU usage depends on the CPU. Definitely on the small size but not a ridiculously tiny percentage

For the separate C-class IPs I would recommend you having service from the differenmt parts from the world and that in any case would be cheaper that have that from the same company

What's the point of getting 10 VPS if you can get a dedicated server instead and IPs of different c-classes??? I guess you could get more problems with the latter, as you will have to fill out ARIN justification forms and explain why you need them for, besides IPs are usually sold in blocks of 4.
