.at is the Internet country code top-level domain (ccTLD) for Austria. It is administered by NIC.AT.
That's a new domain extension from eurodns.com is quite perspective and I'm sure if it's developed correctly, it will bring good income to their owners.

That must be connected to the country and country have the rules (you need to be resident or something like that)

You know euro-dns is the company that provides a wide range of discounts and I'm sure anyone may use it to reg domains cheaper from them.
Their Asian discounts are lovely indeed.
