The only problem is that they call charge set up fee . Is there any one that doesn't charge you a set up fee?

I'm not sure if there are any that does not charge setup fees.
you can get free enom $8.95 resellers I believe. But they have to be given by you from someone that has paid in the past.

I wouldn't say :) Just one of the many possibilities.
There is no best or worst really... Enom is one of the most popular however

Well GoDaddy and NameCheap offer domains at really low prices so I just use them to resell domains...

I use namecheap and enom for my domain registrations.
Out of the 2 i prefer enom, emails have been answered in a timely manner, control panels great.
Kooshin.com if you're looking for free enom reseller accounts, try checking http://domainresell.biz They h
They were offering free 7.95 reseller accounts. Its not an actual $7.95 account as enom has , its based on 8.95 reseller account. More details can be found on their site. Try emailing them to see if the offer is still valid. Offer is only for namepros (http://namepros.com) members though but registration to the forum is free.
Here's the link to the offer. http://www.namepros.com/showthread.php?t=48620
Qoute found on one of their pages regarding reseller accounts lower than 8.95.
Note:
As you probably know, since September 2002, enom.com changed its subreseller policy. Nobody can create subreseller accounts below $8.95. After a long market research we have discovered that there is still a high demand for "under $8.95" accounts. DomainResell.biz as a reputable enom reseller has found a way to create "under $8.95" subreseller accounts to our clients.
How does it work?
1. When you signup to any of our reseller plans (from Starter to Enterprise), you get a $8.95 enom subreseller account from us. We will call $8.95 "reference price". You will be able to register domain names directly through your enom control panel at $8.95 / year.
2. You also get a separate account from DomainResell.biz at the rate you have purchased from us. We will call this rate "buying price". Everytime you buy a new domain through enom's control panel, you will access DomainResell.biz's control panel and enter the order details there. Our staff will verify the validity of the order and credit your account with the difference between reference price and buying price. For example if your buying price is $7.95 (Professional Reseller) we will credit your account with $1.00 ($8.95 - $7.95) so you will have $1.00 commission. Once your commission reach your buying price you can request from DomainResell.biz's control panel to register you a free domain name and push it to your account. For example, in case of a $7.95 buying price, you register 8 domains at $8.95 (8 * $1.00 = $8.00) and get the 9th one for free pushed to your reseller account!
sounds interesting but confusing :)
