Make a try with ourinternet.us for your spec. But they deal with the control panel H-sphere. Also its easy to manage and have features such as billig software, maintenance and management of multiple accounts ect.

All the above offers are garbage. If i were you I'd do a little research. You most likely do not need a dedicated server. You would do just fine with a resellers account.

GOOD cheap dedicated servers start at around $80. Dont pay a penny less unless you want quality to suffer, and your business to go under.

Budget dedicated servers are cheaper because they come with less bandwidth in which case if you were to upgrade to regular bandwidth (1 or 2TB) it would cost around $80 - $90 just like the "GOOD cheap servers" that you so nicely talk about.

There are some cheap server providers but no one can guarantee their reliability. A good dedicated hosting service costs about $150/month for Intel Pentium server. Of course anyone can put this n comment but getting the price down is not a sign of reliability.

You are most probably making the mistake that most starting hosting companies make: You only care about the amount of disk space, the monthly traffic and the monthly price (as cheap as possible prefered). In case you are one of those people: There's a 90 percent chance that your company will be dead within a year.

Please also concider the following when starting a hosting company:
- What kind of customers are you going to target?
- In which way are you going to compete with all the other hosting companies?
- What are you going to do to keep everything reliable and redundant?
- Which datacenter has a good reputation?
- What kind of server specs should I begin with? CPU, RAM, RAID, uplink, ... ?
- What about backups? An extra HD? NAS provided by the datacenter?
- Which OS do you want to run? What are the advantages/disadvantages for Windows/Linux?
- What are your marketing strategies?
- What are your detailled plans for the first couple of years? (Business plan!!!)
- Do you have the technical knowlegde to administrate/secure a dedicated server?
- Yes or no on the above question? Then concider: Managed or unmanaged server?
- If managed: By the data center? By a 3rd party company?
- Do you realise that lately there's almost a war between server administrators and script kiddies?
- How are you going to protect yourself against these attacks? Cisco products? Software firewalls?
- Does the datacenter have any decent protection against DDoS attacks?
- What do you expect from the TOS of the datacenter? Are you safe? Or are you gonna be screwed if they suspend your server after a few months?
- How about the SLA of the datacenter?
- Etc
- Etc
- Etc

Each of these topics should be CAREFULLY considered before you even start thinking about asking for a quote, since each of these topics will have effect on the kind of server you need and the kind of datacenter you want to do business with.

You're not buying yourself a new plasma television, you're about to start a hosting company and about to take responsibility for the data your customers will host on your server. I really hope, for your sake and for your future customers, that you have considered all of the above.

Regards,
